John M. Benavente is the General Manager of the Guam Power Authority (GPA).

His expertise spans over four decades of technical, engineering, operations and executive leadership in the power and water utility-related fields; across both the government and private sectors. He has held the position of General Manager serving Guam’s utilities for over 24 years during this period.

John’s current efforts include addressing GPA’s core value strategies of providing a sustainable energy supply for Guam, hardening GPA’s grid infrastructure, GPA’s workforce planning and management; and building GPA’s new, combined cycle 198 megawatt Ukudu power plant.

John is a member of the American Public Power Association’s (APPA) Board of Directors representing Region 10 comprised of American Samoa, Guam, the Marianas Islands, Puerto Rico and the U.S. Virgin Islands; and he is also a member of the APPA Membership Committee and the Liaison Committee. He has served on the APPA board since 2016.

John is a licensed Professional Mechanical Engineer in Guam. He holds a Master of Science in Engineering Management from the University of Missouri (Rolla) and a Bachelor of Science in Mechanical Engineering from the University of Dayton in Ohio.

    Ms. Mafnas is a Guam registered professional electrical engineer with more than 20 years of electric utility experience. She is a local Guamanian (Chamorro) who received her secondary education from the Academy of Our Lady of Guam. She received her Bachelor of Science degree in Electrical Engineering in 1991 from the University of Hawaii at Manoa. In September 2010, Ms. Mafnas assumed her present position as the Acting Assistant General Manager of Operations for GPA where she manages the operations of Generation, Transmission & Distribution, SCADA/Dispatching, Engineering, and auxiliary divisions in support of these operations.

    She held the position of Manager of Operations Division before being named the Assistant General Manager of Operations in 2011. Melinda Mafnas is the first woman to serve as Assistant General Manager of Operations for the Guam Power Authority.
