2012 Integrated Resource Plan

Overview
In December 2008, the PUC approved the 2008 Integrated Resource Plan with conditions to further investigate the economics of the liquified natural gas fuel diversification strategy, investment plan for sea water air conditioning project, and to comply with procurement protocols identified in the Memorandum of Understanding for IRP Implementation.

Since this approval GPA solicited for renewable energy contracts, under the Renewable Resource Acquisition plan, and selected two bids for award.  In June 2012 GPA and Quantum Guam Power (QGP) signed a contract for 20 MW of Solar Renewable Energy Capacity with anticipated delivery of energy as early as Summer 2013.  GPA is currently negotiating with Pacific Green Resources (PGR) for and additional 15MW combined capacity of their Wind and Solar Renewable Energy project.  GPA is pursuing Phase II of its Renewable Resource Acquisition plan in January 2013.

In addition to its renewable acquisition efforts, GPA completed the Liquefied Natural Gas Study in FY2012.  This study evaluated existing unit conversion options as well as infrastructure requirements, including siting and sizing appropriate for Guam.  GPA will use the conversion and infrastructure costs to evaluate against new and other types of resources as well as other issues such as evironmental compliance requirements for emissions control.

 

Stakeholder Meetings

GPA initiated the 2012 Integrated Resource Plan with a set of Stakeholder Meetings in April 2012 held at the University of Guam, School of Business and Public Administration Building.  On April 25th GPA provided presentations on several topics to summarize the drivers impacting energy resource requirements and costs such as: Demand Forecast; energy efficiency and Demand Side Management programs and projects such as Smart Grid that will assist these programs; environmental compliance issues, efficiency and useful life of Existing Supply Side Resources; new Supply Side Options and Renewable Energy progress: and Fuel.  Stakeholder participants were invited to another session on April 27th which focused on stakeholders responding to questions generated from the GPA presentation topics.  The presentation material and recordings can be downloaded from below:
