The Guam Power Authority Act of 1968 established Guam Power Authority (GPA) in May 1968.  Guam Code 12 Chapter 8 sets the legal definitions, empowerments and limitations for the Authority.

The Guam Power Authority is a public corporation and an enterprise fund of the Government of Guam. The Consolidated Commission on Utilities is the governing board for GPA as well as the Guam Waterworks Authority.  The Consolidated Commission on Utilities is made up of five members elected by GPA’s ratepayers. The Commissioners are elected to staggered four year terms.  GPA’s rates are regulated by the Guam Public Utilities Commission. 

The Authority serves 45,751 customers and has an annual budget of approximately $250 million dollars. GPA’s current peak system demand to date is 281.5 MW.

The Authority is a full service electric utility.  It generates and wheels electric energy from power plant to individual users. GPA has an installed generation capacity of 552.2 MW gross including 181 MW from Independent Power Producers.  GPA has organized 210.6 MW of its base load capacity under two Performance Management Contracts.  These contracts provide private management using public employees to operate and maintain the plants.  These contracts allow for performance-based incentives to plant operating costs.  Furthermore, the Authority has installed 663 miles of transmission and distribution lines and operates 29 Substations throughout the island.

The Authority is budgeted for 582 FTE's but has 532 full time employees as of June 2005.  Additionally, GPA has an apprenticeship program recognized and licensed by the U.S. Bureau of Labor.
