Mr. Benavente was appointed to his current position in June 2005 to oversee the Guam Power Authority (GPA) and the Guam Waterworks Authority (GWA). GPA provides the community of Guam with energy services and GWA provides the civilian community with water and wastewater services.

Mr. Benavente has over 35 years of technical, engineering and management experience in the power and water related field both in the government and private sectors. He has served as the General Manager of Guam Power Authority (GPA) for nine years. Mr. Benavente is experienced in management, operations and maintenance in both utilities and his experience includes work on negotiating a Customer Supplier Agreement with the U.S. Military, negotiating Energy Conversion Agreements with private power providers, and is further experienced in strategic planning, succession planning, rate proceedings, legislative hearings, bond credit rating presentations, bond issuance, environmental permitting, power plant construction, transmission and distribution construction, energy management system, budgeting, collections, typhoon and earthquake recoveries. Mr. Benavente holds a Master of Science in Engineering Management degree from the University of Missouri (Rolla) and a Bachelor of Science Mechanical Engineering degree from the University of Dayton. He is also a registered Professional Mechanical Engineer in Guam.

JOAQUIN C. FLORES, P.E

Over 25 years of electric utility management experience with strong emphasis on planning and performance for the operations division of the Guam Power Authority in the areas of Engineering, Generation, Transmission & Distribution and Power System Control.  Management experience with power contracts involving independent power producers (IPPs) valued at $33 million per year for about 170 MW of generation capacity.  Responsibilities include managing engineering, construction, permitting and procurement of various projects to include transmission & distribution systems and generation assets.   Conducted numerous studies involving power flow analysis, in-house load forecasting, 115kV and 34.5 kV system planning criteria, development of 15 year integrated resource study; submitted testimony to Public Utilities Commission for all of GPA’s major CIPs, assisted with rate petitions.  Assisted with refinancing of $350 million in revenue bonds – saving GPA $13 million dollars in the late 1990’s and in June of 2010 was successful with the sale of $250 million in bond sales to fund projects like SMART Grid, additional underground lines and further improvements to generation assets and other transmission & distribution upgrades.  Mr. Flores presented testimony to island lawmakers regarding infrastructure improvements support the planned U.S. Military buildup to island lawmakers and its possible impact to the island.  He currently serves as the Chairman of the Pacific Power Association (PPA) which held its annual convention just this past week in Vanuatu.  The PPA is comprised of utilities from around the Pacific Rim as well as private industry counterparts.

MELINDA CAMACHO

Ms. Camacho is a Guam registered professional electrical engineer with more than 20 years of electric utility experience. She is a local Guamanian (Chamorro) who received her secondary education from the Academy of Our Lady of Guam. She received her Bachelor of Science degree in Electrical Engineering in 1991 from the University of Hawaii at Manoa. In September 2010, Ms. Camacho assumed her present position as the Acting Assistant General Manager of Operations for GPA where she manages the operations of Generation, Transmission & Distribution, SCADA/Dispatching, Engineering, and auxiliary divisions in support of these operations.

She held the position of Manager of Operations Division before being named the Assistant General Manager of Operations in 2011. Melinda Camacho is the first woman to serve as Assistant General Manager of Operations for the Guam Power Authority.

Randall V. Wiegand
Chief Financial Officer,
Guam Power Authority
Mr. Wiegand has more than 20 years of experience in finicial management. He held the postion of Financial Officer for both the Guam Power Authority and the Guam Waterworks Authority from 2003 to 2006 and presently holds the office of Chief Fincial Officer of GPA.  Prior to his service at GPA, Mr. Wiegand served for three years as Audit Manager of the Guam Office of the Public Auditor, one year as the Underwriting Manager of PacifiCare Asia Pacific and five years for Deloitte & Touche ending in the role of Audit Supervisor, where he was involved in audits of utilities. He holds certifications as a Certified Public Accountant from Washington state and Guam, a Certified Government Financial Manager, and a Certified Fraud Examiner. Mr. Wiegand has served as president of the Guam Chapter of the Association of Government Accountants. He holds a Master of Business Administration from the University of Washington and a Bachelor's degree in Business Finance from Seattle Pacific University.
